CEI has been providing comprehensive right of way (ROW) services for 18 years and is an Arizona licensed Real Estate Brokerage (AZ No. C0536760000). Our firm was established in 1996 to provide clients such as ADOT with high quality construction administration, project management, and construction inspection services for transportation related projects through full-service and staff augmentation contracts.

In 2002, CEI diversified our services to include a Real Estate Services Division providing ROW services such as appraisal, acquisition, and relocation services for public and private agencies. Our ROW clients include local public agencies, state departments of transportation, private and public utility companies, design firms, and individual property owners.

CEI has held ROW and other on-call and staff augmentation contracts with many agencies including ADOT, the cities of Phoenix, Chandler, Avondale, Glendale, Sedona, and Yuma, as well as the counties of Maricopa, Pinal, Pima, Mohave and Yavapai, to name a few.

CEI’s ROW Agents have extensive knowledge of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act), Federal Transit Administration regulations, various State Statutes and other rules and regulations that govern ROW projects. Our Agents have first-hand knowledge of the ROW work that is required by our clients, the rules and regulations that govern public projects, and the growth and economic issues that affect the ROW needs of communities, municipalities, government agencies, and local businesses.
