ROAD IMPROVEMENTS

CEI provided project management/construction management (PM/CM) services for the Williams Field Road (WFR) corridor improvements that had combined construction costs totaling over $35 million. During the project management phase, CEI provided constructability analysis of the plans and independent cost estimate reviews of the contractors’ guaranteed maximum price, which saved the Town $2 million. Also during the design, CEI assisted the Town with right of way acquisitions and utility relocations of more than $20 million.
This contract involved three separately funded projects that were designed by one firm and constructed by three separate contractors. The first phase was a construction manager at risk (CMAR) project that improved WFR for 1.5 miles from east of Higley Road to Power Road and 1.5 miles on Recker Road. The second phase, also a CMAR project, improved WFR for a half mile from Rockchester Road to the railroad crossing, and for a half mile on Higley Road. The third phase was an underground utility relocation project that installed waterlines and sewer lines for the second phase project. CEI’s field staff supported the construction management phases of all projects by providing contract administration, inspections and documentation, and field office management.
